Not just to that petition but to every e-petition so far as far as I can see (apart from a few minor token ones which aren't big issues). The default response seems to be - "We clearly know better than you, so here is a lot of trumped up business speak that really means nothing but is aimed at soothing you" “Frankly, I found the Prime Minister’s response to the petition utterly patronising.”
